It's not a moving float. There are two metal spikes (which you can just about see in the photo) which sit in contact with whatever it is that might get wet (usually floor I guess).

Its a Electric version. AS soon the two metal spikes touches water the sensor will report back..

Its basically two probes that are looking for conductivity. So putting something metal across them to create an electrical circuit is the same as dipping the probes in water.
The kit comes with a bracket for the probe that allows you to secure it at low level (on skirting board, near the floor in a bathroom etc). The cable is nice and long so you can place the transmitter in a safe and convenient location.
I used mine to detect any leaks at the rear of the washing machine. Just ensure that you know the flow of water on the floor in case it runs away from the sensor with any slope in the floor.
