No, it's the Smart Meter that does the energy monitoring - it monitors what flows through it, from the INPUT side to the OUTPUT side.
The additional Contactors can be controlled from the Smart Meter (in terms of on and off) but they are designed to be FED from the OUTPUT side of the Smart Meter.
