No, it's designed to control AC so only has IF library for that type of devices. It also presents as a HVAC device over Z-Wave.
For general IR control check out the iTach range, most Z-Wave controllers (such as Fibaro and Vera) have plugins or virtual devices that can control iTach transmitters.
