It's a mains powered device so it's designed to be wired permanently in to the mains supply, it doesn't have batteries.
To control storage heaters most people simply rewire them to a permanent supply (i.e. not economy 7). You'd then use the Z-Wave devices to control each directly and the Z-Wave controller to implement your own "economy 7" logic.
