As far as we're aware the device is designed to work with the cable that it is supplied with. Modifying the cable or extending it might work, but there's no guarantee that it will, for example the voltage drop over such a long distance might mean the pulse sensor doesn't work. And obviously any modification would invalidate any warranty.
Why not just install the whole device where the meter is? Z-Wave shouldn't have any problems with a 22m free-air distance, assuming that you have a decent Z-Wave mesh network with plenty of powered-devices.
